Inspector General David McClintock

David McClintock is the Inspector General for the St. Johns County Clerk of the Circuit Court and County Comptroller. He has been with the OIG since May of 2023.  

Mr. McClintock previously served nine years as the Inspector General for Jefferson Parish, Louisiana and for three years as the Inspector General of Baltimore City, Maryland.  Mr. McClintock served as a law enforcement officer with the Maryland-National Capital Park Police for 20 years, retiring with the rank of Deputy Chief. During his tenure in law enforcement Mr. McClintock supervised Investigations, Special Operations, and Internal Affairs.  

Mr. McClintock is an attorney, holding a Juris Doctorate from the University of Maryland School of Law and a Bachelor of Science degree in Criminology from the University of Maryland – University College. He is a graduate of the FBI National Academy.  Mr. McClintock is actively involved with the Association of Inspectors General and currently serves on the Board of Directors, Ethics Committee, and Chair of the Government Relations Committee.   

Message from the IG

It is truly a pleasure to serve as Inspector General for the St. Johns County Clerk of the Circuit Court and County Comptroller. With more than a decade of experience as a local government Inspector General, I have come to appreciate the impact that an effective Office of Inspector General (OIG) can have.     

The Florida Constitution charges the Circuit Court and Comptroller with the duty to serve as the County auditor. The St. Johns County Clerk, seeking to enhance accountability on behalf of the residents, reconstituted the Office of Inspector General (OIG) in 2023. The mission of the OIG is to improve the efficiency and effectiveness of governmental operations by providing independent and objective audit and investigative services to the residents of St. Johns County.   

With over 30 years serving in local government as a police officer, attorney, and Inspector General, I have had the opportunity to work alongside many outstanding and selfless public servants at all levels of government. However, there are instances where government employees do not live up to the level of service that the public is owed. The OIG plays a pivotal role in identifying and addressing fraud, waste, and abuse.  

I ask each resident of St. Johns County, every government employee, and all those who do business in our County to report anything you suspect may be fraud, waste, or abuse immediately to the Office of Inspector General.
